Abstract:To provide a micro foundation for the adjustment and optimization of open policies in seed market and the competitiveness improvement of domestic seed, maize growing farmers' behavior and reasons of adoption and evaluation on foreign seeds were discussed, by comprehensive use of frequency statistics, based on the survey on farmers in 2018 in six main maize growing provinces such as Heilongjiang, Shandong and Henan. It was revealed that the farmers surveyed had higher cognition of foreign seeds but lower adoption rate, of whom only 14.8% purchased and only 7.97% continued to purchase foreign seeds. Overall, the main reasons for the adoption were high yield and high returns, for not adopting, the worry about the risk of new varieties. Compared with domestic seeds, foreign seeds were obvious better in variety resistance, quality, yield and income, but not significant different in terms of service and sales policy, agricultural inputs dosage and so on. Based on the above findings, some policies should be taken including persisting in the appropriate opening of the seed industry, supporting domestic seed industry to enhance the innovation ability and comprehensive competitiveness, and guiding the farmers to rationally select seed varieties.
