Abstract
2014年国家开始在新疆启动棉花目标价格改革政策.为了弄清目标价格补贴实施中遇到的困难,对我国棉花生产价格补贴存在的问题进行了定性分析,发现棉花价格补贴涉及棉农数量庞大,具体补贴面积核算困难,棉花市场价格波动频繁导致补贴标准难以确定,棉花补贴资金监管存在缺失,补贴依据不易认定及补贴水平偏低.根据上述问题从棉花价格补贴水平、补贴依据、补贴标准和补贴资金监管等4个方面提出了相应对策.
